Citizen Communication (Items 1-9)

This is the place on the agenda where the public is invited to speak to Council regarding the items on tonight’s Consent Agenda. The person speaking is requested to complete a yellow, pre-printed card (provided at the counter in front of Council Chambers) with their name/address and agenda item to be addressed. They are also asked to sit at the table at the place marked “Citizen Testimony” and give their name and city of residence for the audio record.  Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Citizens testifying are asked to limit testimony to three minutes.

The following items will be passed by a single motion to approve all listed actions and resolutions. There will be no discussion on these items unless requested by Council. 1. Bid Award for 2017 Joint City-County Preservation Contract

Action requested: Award a construction contract for the 2017 Joint City-County Preservation project to the lowest responsive and responsible bidder, Intermountain Slurry Seal, of Vancouver, Washington, at their bid price of $1,861,559.04, which includes Washington State sales tax, and authorize the City Manager or designee to execute the same. 2. Bid Award for 2017 Preservation Curb Ramps Project

Action requested: Award a construction contract for the 2017 Preservation - Curb Ramps project to the lowest responsive and responsible bidder, Integrity Excavating & Construction, Battle Ground, Washington, for $589,115.00, which includes Washington State sales tax, and authorize the City Manager or designee to execute the same. (Chris Sneider, Senior Civil Engineer, 487-8239)

5. Amendments to VMC Title 20 related to the Number of Domestic Animals Allowed on Residential Properties

AN ORDINANCE relating to Vancouver Municipal Code (VMC) Title 20; amending Vancouver Municipal Code Title 20.895 to establish limits for the number of dogs, cats, hens and rabbits allowed on private residential properties; and providing for an effective date.

6. Amendments to VMC Title 17 and 20 related to Recreational Vehicle and Boat Parking in Driveways

AN ORDINANCE relating to Vancouver Municipal Code (VMC) Titles 17 and 20; amending Vancouver Municipal Code Titles 17.14 and 20.945 to resolve existing conflicts within Vancouver standards, and clarify that licensed recreational vehicles and boats may be parked on private driveways subject to limitations; and providing for an effective date.

This is the place on the agenda where the public is invited to speak to Council regarding any issue.  Up to 90 minutes will be allotted for the Citizen Forum. Each speaker is requested to fill out a pre-printed testimony card (provided at the counter at the entrance to Chambers) with their name/address and matter to be discussed. They are also asked to sit at the table at the place marked “Citizen Testimony” and give their name and city of residence for the audio record. Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you.  Each speaker shall have one opportunity to address the Council. Citizens testifying are asked to limit testimony to three minutes.
