Housing Rehabilitation Program
The City’s Housing Rehabilitation Program provides loans for basic home repairs to qualified low-income homeowners within the city limits. The 2% simple interest loans are for up to $35,000, with no payments required until the house is sold. Qualifying households earn 80% or less of Vancouver’s Area Median Income (AMI). View the current income limits to see if your household qualifies.
The goal of this program is to preserve the existing housing supply in Vancouver.
Funding for this program comes from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs and the Vancouver Affordable Housing Fund.
NOTE: Due to high demand, the housing rehabilitation program is experiencing a large backlog of applications. Wait times for assistance may be 12 months or more.

The City’s program is available to homes located within the city limits of Vancouver. The Clark County Housing Rehabilitation program is available for properties located outside the city limits.

Now seeking local contractors
The Housing Rehab Team is looking for qualified general contractors, plumbers and electricians to bid on and perform work for the City of Vancouver’s Housing Rehabilitation Program. If you are interested, please fill out the City of Vancouver Rehab Housing Contractor Outreach form.
Qualifications:
- Secure and maintain current insurance, bonding and licensing (including all subcontractors) with the State of Washington and the City of Vancouver.
- Have or obtain individual/personal and firm certification for Renovation, Repair and Painting (RRP) from the U.S. Environmental Protection Agency (EPA) for projects in homes constructed before 1978 with lead present.
- Knowledge of safety procedures and best practices for working on homes with identified asbestos and/or lead-based paint hazards.
- Ability to incorporate the City of Vancouver Housing Rehabilitation Specifications when performing work on a City-funded project.
