TBD Vehicle License Fee
The Vancouver Transportation Benefit District (TBD) has established a $20 vehicle license fee to help pay for improving substandard corridors, pavement conditions and mobility, safety and accessibility needs. The fee takes effect on July 1, 2016.
The fee will be collected by the Washington State Department of Licensing at the time a vehicle registered within the City of Vancouver is renewed. Not all vehicles shall be subject to the fee. Information about which vehicles are subject to fees and which are exempt, as well as which local governments have imposed the TBD vehicle fees, can be found on the Department of Licensing website. State law requires that revenues raised by the TBD, such as the vehicle license fee, ONLY be spent on transportation projects and programs identified by the respective TBD Board. For Vancouver's TBD, these projects and programs will be selected from the most currently adopted Six-Year Transportation Improvement Program and the annual Pavement Management Plan.
These include mobility, safety, accessibility and neighborhood traffic programs, arterial improvement projects, traffic signal and lighting projects and pavement preservation and reconstruction projects.

In 2015, the Vancouver City Council established a goal of addressing the City's long-term street funding needs. After extensive assessments and evaluations of programs, projects and finances, and in-person and online public involvement, a street funding strategy was developed with the assistance of a special Commission on Street Funding. Creation of the Vancouver TBD and adoption of a vehicle license fee were among the components of the Commission's recommended street funding strategy. In December 2015, the Vancouver TBD Board held a public hearing on a resolution to impose the $20 vehicle license fee. The fee was approved.
