Recreation Fees and Residency

We are preparing to increase recreation fees starting Jan. 1, 2025, while prioritizing services for city residents. Like many organizations during this time, our operating costs like maintenance, utilities and staffing are rising.

As Clark County grows, more people who live outside the city are using Vancouver’s community centers and recreation programs. While we welcome everyone to enjoy our facilities, it is essential for us to approach these rising costs and increased demands without imposing a disproportionate burden on Vancouver residents.

We recognize that any fee increase will be challenging, but we believe it is necessary to maintain quality recreation opportunities for everyone. We appreciate your understanding and continued support as we work to maintain our community assets and provide high quality programming for everyone to enjoy.

2025 Fee Changes

Community Center Membership Fees

Firstenburg Memberships (resident/non-resident)

  • Youth: $22/$28
  • Adult: $41/$51
  • Senior: $34/$43
  • Family: $97/$121*

Marshall/Luepke Memberships (resident/non-resident)

  • Youth: $21/$26
  • Adult: $39/$49
  • Senior: $32/$40
  • Family: $93/$116*

All Access Membership for Firstenburg and Marshall (resident/non-resident)

  • Youth: NA, youth membership automatically provide access to both community centers
  • Adult: $45/$56
  • Senior: $37/$47
  • Family: $107/$133*

*Family membership guidelines are changing. Starting in 2025, they will cover four individuals, up to two adults (ages 19+). If you currently have more than four participants on your family membership, please complete this form or visit your community center to indicate who should be removed from your pass.

If you feel it is necessary to cancel your pass due to the change in fees, you must complete the cancellation form by Dec. 24, 2024 to avoid being charged in January.

Community Center Drop-in Fees

Firstenburg Drop-in (resident/non-resident)

  • Ages 0-3: $4/$5
  • Ages 4-18: $7/$9
  • Ages 19-64: $11/$14
  • Ages 65+: $8/$10

Marshall/Luepke Drop-in (resident/non-resident)

  • Ages 0-3: $4/$5
  • Ages 4-18: $6/$8
  • Ages 19-64: $10/$13
  • Ages 65+: $7/$9

Beginning in 2025, drop-in users will need to create a free ActiveNet account and submit required documentation to verify their residency status before paying drop-in fees.

Recreation Program Fees

The price of recreation classes, activities and camps will increase for all participants to match rising costs. The costs for non-residents will increase from 15% more than the resident fee, to 25% more. This increase more accurately reflects the total cost of operating these programs and prioritizes services for Vancouver residents. More detailed information about 2025 recreation program fees will be available after the adoption of the 2025-26 budget.

Recreation Scholarship Access

We are prioritizing the limited scholarship funds available for Vancouver residents. People who live outside Vancouver city limits will no longer be eligible for the Everybody Plays Scholarship in 2025.

Community Center Facility Rental Fees

Facility rental rates at Firstenburg and Marshall will increase by 25% to reflect the rising costs of operating the community centers.

Community Garden Fees

Community garden fees will increase in 2025. Resident and non-resident pricing for 2025 will be available by November.

Picnic Shelter and Park Use Permit Fees

Picnic Shelter Reservations

We maintain four covered park picnic shelters that can be reserved for events taking place May 1 – Sept. 30. Reservations for the 2025 season will open Feb. 5 at 9 a.m.

  • Fisher Basin Park: $92/$122
  • Marshall Park: $92/$122
  • LeRoy Haagen Park: $94/$118
  • Marine Park: $83/$104

Park Use Permits

Some events may require a Park Use Permit, which allows use of special items and equipment in the park, describes approved special services and outlines any park staff assistance that may be needed to make your event safe and successful. Applications for 2025 Park Use Permits open in February 2025.

Special Event Permit Fees

Special Event Permits are required for any event or activity that occurs on private or public property and affects the ordinary use of public streets, rights-of-ways or sidewalks. This includes but is not limited to fairs, festivals, concerts, performances, parades, athletic events, and fundraising events. The interest form for 2025 events is open through Dec. 31, 2024.

Check Your Address

To see if you live within Vancouver city limits, you can check your property tax bill or enter your street address in the Vancouver City Limits Map. A flag icon will show your location and confirm if you are inside or outside city limits.

How do I verify my Vancouver address to receive resident registration and pricing?

Benefits for Vancouver residents are provided automatically based on the contact information in your ActiveNetwork registration account. To verify your address, whether you have an existing account or want to create a new one, you can choose one of these options:

  1. In-Person: Visit the community center front desk with a state-issued ID or driver’s license with GIS verification. Make sure the name on your ID matches what’s listed in GIS.
  2. In-Person: Visit the community center front desk with a state-issued ID or driver’s license and a utility bill. The name on the bill must match the name on your ID. You can show the bill on your phone.
  3. Online: Fill out the verification form and include the required documents.

I live in Vancouver and the system isn’t recognizing me as a resident.

First, confirm that the information listed in your registration account is current. If you have moved recently, your account may be reflecting out-of-date information.  

If your account information is correct, check your address on the Vancouver City Limits Map to confirm that you are within the incorporated city limits. Addresses in unincorporated Vancouver are not eligible for early registration and lower fees.

Why are Vancouver residents able to register before non-residents?

Early registration for people within city limits is standard for many park and recreation departments across the country. As Vancouver grows and interest in our programs and services increases throughout the region, there is a need to prioritize access to Vancouver taxpayers before opening it to the broader public. 

I live outside Vancouver city limits. Can I still register online?

Yes. The online registration process is the same for all participants. People who live within Vancouver city limits qualify for lower program costs and early registration, but everyone is invited to register for our programs. Be Recreation Ready

Everyone is welcome to join Vancouver’s recreation programs. You don’t have to live in the city to sign up, but the fees depend on where you live. Starting January 1, 2025, anyone using our programs, visiting community centers, or renting facilities will need a free ActiveNetwork account to confirm whether their address is within Vancouver city limits.
