Land Use Development pertains to the development of an existing property. This could include subdivision of property, obtaining site plan approval, a planned development and properties with critical areas located on them.

You want to divide an existing property into additional lots.  

Apply for a Binding Site Plan, Short Subdivision (9 or fewer lots) or Subdivision.

You want to apply for critical areas permit, SEPA review, or Shoreline Use/Exemption.
