Public Hearing Notice
The City of Vancouver is holding a public hearing for the draft 2025 Action Plan. This plan outlines how we’ll use federal funds from the Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) to support housing, community services, and neighborhood improvements. The hearing will also cover proposed changes to the 2022 and 2023 Action Plans and the official closeout of state CDBG-CV2 funding, which supported local COVID-19 recovery efforts.
The draft 2025 Action Plan will be available to review from April 14 through May 13, 2025. Written comments are encouraged and will be accepted until 5 p.m. on Monday, May 12, 2025. All comments received will be reviewed and included in the final plan. You can submit comments by mailing them to Tasha Slater at PO Box 1995, Vancouver, WA 98668-1995, by emailing housing@cityofvancouver.us, or by calling (360) 487-8660. Hearing Actions: On Monday, May 12, 2025, City Council shall consider the 2025 CDBG and HOME Action Plan funding allocation resolution.

- Rent Well Classes: Share Vancouver offers Rent Well Classes, a 15-hour in-person tenant education with a curriculum that teaches you about your rights and responsibilities as a renter. In Clark County, Rent Well is paired with a $1,000 financial incentive through SHARE that encourages landlords to rent to eligible graduates. - Washington State Landlord Damage Relief Program: The Landlord Damage Relief Program offers up to $1,000 and up to fourteen days’ rent loss to the landlord, and up to $5,000 in qualifying damages caused by a tenant during tenancy. - NW Justice Project: Northwest Justice Project (NJP) is Washington’s largest publicly funded legal aid program. Each year NJP provides critical civil legal assistance and representation to thousands of low-income people in cases affecting basic human needs such as family safety and security, housing preservation, protection of income, access to health care, education and other basic needs.
- Fair Housing Center of Washington: Prevents, Mitigates, and eliminates unlawful housing discrimination and promotes inclusive communities.
- Disability Rights of Washington: They provide a number of services including disability rights information and legal services for disability rights violations.

- Clark County Volunteer Lawyers Program: There is a “Housing Justice Project” and lawyers help low-income WA residents with tenant/landlord issues.
