Pay a Parking Ticket
Below are the ways you can pay a parking ticket and choose which options works best for you.
Be aware that after 30 days unpaid tickets will accrue additional fees.

Pay online at the Parking Portal.
You will need your citation or your vehicles license plate number to get started.
There is a 2.65% service fee applied to payments made via debit or credit card.

Types of appeals
When submitting an appeal, you will need to select the type of hearing you are requesting before the court on the back of the ticket. Please review the options below and choose the one that best applies.
- Mitigation Hearing – You agree that you committed the infraction but would like to explain the circumstances to request a reduction in the fine.
- Contested Hearing – You do not agree that you committed the infraction and wish to contest it in court.
How to request an appeal
There are four ways to submit an appeal request.
- Online is the quickest option.
- You can submit an appeal in person at City of Vancouver Customer Service, 415 W. 6th Street, Vancouver, WA 98668
- You can mail your appeal by filling out the appeal form and sending it to City of Vancouver Parking Services, PO Box 8995, Vancouver, WA 98668-8995
- You can drop the appeal form in the drop box located in the south parking lot behind City Hall at 415 W. 6th Street, Vancouver, WA 98660
Filling out the appeal form
Appeals cannot be accepted over the phone or email.
Appeals must be submitted by the registered vehicle owner, their spouse, or the driver of the vehicle at the time of the ticket.
Be sure to fill out all sections on the back of the ticket. Missing information will delay or prevent your appeal from being processed.
You must pay or appeal your ticket within thirty calendar days of the date of the infraction.
After the appeal request has been sent
Once your appeal has been submitted, collection activity is paused until a decision is made and processed. The Clark County District Court will notify you in writing of your hearing date, time, and location.
Failure to respond, appear at your scheduled hearing, or pay the imposed fine(s) may result in non-renewal of your vehicle registration through Washington State Department of Licensing until all penalties have been satisfied.
Once an appeal has been submitted to District Court, the City is unable to discuss or make changes to the citation. For questions or updates regarding your case, please contact the Clark County District Court directly at 564-397-2424.
Failure to pay or submit an appeal on time
After thirty calendar days, an unpaid ticket will be sent to collections.
Once a ticket is sent to collections it can no longer be appealed.
Unpaid tickets will accrue additional fees after 30 days.
You may be unable to renew your vehicle registration if you have outstanding tickets.
Frequently asked questions
Why did I receive a ticket even though I paid for parking?
There are a few possible reasons:
- The payment was made for a different vehicle or license plate in the Parking Kitty app.
- The license plate wasn’t entered correctly at a pay station or in Parking Kitty.
- The citation was issued for a different violation, such as exceeding the posted time limit, displaying expired license plate tabs, or prohibited parking.
If you believe your ticket was issued in error, you may submit an appeal with proof of payment (such as a Parking Kitty receipt or a pay station receipt).
Does the City offer payment plans for unpaid tickets?
The City does not offer payment plans, but payment options may be available through the court if you appeal your ticket(s).
What do I do if my ticket(s) go to collections?
You will need to contact the collections agency directly. Please contact Professional Credit Services at 800-972-1635 for more information.
I have sold my car, but am still receiving ticket notices for the new owner—what should I do?
The ticket goes to whoever is listed as the registered owner at the time it was issued. If the new owner hasn’t updated the registration, or if you didn’t file a ‘Report of Sale’ with your state’s vehicle licensing agency, you may still be held responsible for the ticket. Please complete a report of sale with your state’s licensing department and provide a copy to our office for review.
I was not driving the vehicle when the ticket was issued. Am I still responsible?
Yes. Parking tickets are issued to the registered owner of the vehicle, not the driver.
I received a ticket but lost it. What should I do?
Tickets can be found by searching for the vehicles license plate in the Parking Portal. If you need further assistance, please contact Parking Services.
